Summary: Involved in this project was an assessment of “resource rents” in industries which make use of a public resource. The rationale behind the introduction of a resource rent charge is to enable the community at large to receive a direct return from those who use fish resources for their private gain. In the context of the SA fishing industry, the analysis involved consideration of payments made by users of public resources for the right to use and have access to those resources.
